Can the tenant request that the landlord install window restrictors and new locks on the windows?
Landlord and tenant
Just signed a contract to rent a third floor flat and the windows are currently unlocked and there is no key. I have a 3 year old so it’s absolutely not livable right now but I wondered if I had any right to request restricters be installed as well as new locks on the windows so that I can ventilate when it’s warm out without the window opening wide?

Not a legal requirement, no. Highly recommended for rental properties, but not legally obliged to fit them. I’d definitely be chasing them for a set of keys to the windows, and possible ask about retrofitting them if possible.
